散落在農田上的工廠若是不當排放廢水則很有可能讓農地受到重金屬污染，但為何會造成現今農工用地混雜的狀況？這得從土地規劃的歷史脈絡來看。
早期人口較少的地區並沒有進行詳善的土地規劃，在問題漸顯而開始分區規劃時，鑑於人力物力限制，只能依土地當時使用狀況做編列，所以在一開始，農業區跟工業區就已經有混雜的狀況了。
在台灣經濟開始由農業轉向工業後，這些工廠擴展規模，也帶領台灣經濟起飛，可以說成為了產業英雄。但在土地分區重劃後，有些工廠落在農牧用地，即便有遷廠輔導，但遷址面臨的高地價與離開群聚效應讓許多廠家不願遷廠，儼然成為「佔地惡霸」與「污染農地的兇手」。
卡在農民與廠家的需求之間，政府不顧環團期待，修法方向朝向輔導工廠就地合法。即便法令對於合法工廠的排放有許多規定以防堵食安危機，但「遵守與否在人心」，只要農工用地混雜，偷排廢水依舊是極難預防的。
If the factories scattered on the farmland discharge wastewater improperly, the farmland may be polluted by metal particles. But why do we have this intanglememt of the agricultural and industrial area? We have to take a look at the historical context of urban planning in this country.
In the early days, people don't have a proper plan of the land with such a small populations. Farms and factories were closed to each other without big issues. When problems became apparent, people tried to re-plan the area. But with the limited budget and labor, the new plan could only be based on the current use of the land. Therefore, agricultural areas and industrial areas were still mixed.
After Taiwan's economy began to shift from agriculture to industry, these factories expanded in scale and also boost Taiwan's economy. It can be said that the factories have become industrial heroes. However, after the re-planning of the land, some factories were located on agricultural area. Though the goverment provided relocation counseling, the high land price and the effect of leaving the cluster make many factories reluctant to move, and they have become "land-occupiing bullies" and "A murderer who pollutes farmland."
Stuck between the needs of farmers and manufacturers, the government has disregarded the expectations of the environmental groups, and to let the factories stay on the spot. Even with the strong regulations on the discharge, it is up to the people to comply or not. As long as agricultural and industrial area is mixed, it is still extremely difficult to prevent the illegal discharge of wastewater.
